Florida Ethics Update: Governor Signs Sweeping Bill Targeting Foreign Influence and Hostile Foreign Actors

On May 8, Governor Ron DeSantis signed House Bill 905 into law, creating broad new restrictions and reporting requirements related to “foreign countries of concern,” including China, Russia, Iran, North Korea, Cuba, Venezuela, and Syria.

The new law also expands ethics-related penalties and annual ethics training requirements for Florida public officials and candidates. The legislation takes effect July 1, 2026.
