About Course

The 4-Hour Florida Ethics & Open Government Master Class satisfies Florida’s annual ethics training requirement for elected municipal officers, constitutional officers, and others as mandated by the Code of Ethics for Public Officers and Employees and Section 112.3142, Florida Statutes (F.S.)­. In accordance with the statutory requirements, the course provides two hours of Ethics Law (covering Florida’s ethics laws and Article II, Section 8 of the Florida Constitution), one hour of Government in the Sunshine Law (Chapter 286, F.S.), and one hour of Florida Public Records Law (Chapter 119, F.S.).

Newly updated for 2026, this course also includes the additional ethics training required by the Foreign Interference Restriction and Enforcement (FIRE) Act. Participants will learn about Florida’s enhanced penalties for prohibited gifts and bribes involving designated foreign terrorist organizations and foreign countries of concern, known efforts by hostile foreign actors to target and influence state and local governments, practical methods for identifying and recognizing foreign influence campaigns, and appropriate procedures for reporting suspected foreign influence activities.

This online course is available on demand, allowing participants to complete the training at their own pace, stop and resume the program at their convenience, and receive a personalized Certificate of Completion upon successfully finishing the course.

About Your Instructor:

The course is led by Caroline Klancke, an attorney-ethicist with more than 15 years of ethics law experience. Ms. Klancke is the former General Counsel and Deputy Executive Director of the Florida Commission on Ethics where she assisted the agency in its constitutional mandate to interpret and enforce the Code of Ethics for Public Officers and Employees. Prior to her tenure with the Commission on Ethics, she served as Chief Ethics Officer and Senior Attorney with the Florida Public Service Commission. She is the author of the Florida Ethics Law Handbook—the only comprehensive guide to governmental ethics regulations in Florida. Ms. Klancke is well versed in the areas of ethics, public records, and open public meetings law compliance. She has developed and led ethics trainings and educational programs for the Commission on Ethics, the Florida Bar, Florida Association of Counties, and others. In 2015, the Florida Government Bar Association selected her as a finalist for Government Attorney of the Year.
